Topic: Mutual organisations

In the News (Thu 24 Dec 09)

  Mutuality - by Bob James
'Mutual' and 'mutuality' are concepts which boil down to 'helping one another', ie they have as their essence 'mutual aid', but we must not confuse the aim with the method.
Mutual organisations grew out of a belief that a group of people can act more efficiently through co-operation for their mutual benefit than if they act alone.
'Mutual aid' was OK as long as it didn't mean that there were networks passing people or information from one lodge to another or from one town to the next and as long as it didn't mean that workers could refuse wages and conditions set by employers by existing on benefits.

Its aim is to facilitate and increase the level of philanthropy in Australia and to give not-for-profit organisations the resources they need to run effectively.

The first approach was to require mutual fund managers (and to a lesser extent distributors) to clearly disclose to their buyers sales practices which might affect sales decisions so that market forces might regulate the appropriateness of these practices.
Included in the definition of "member of the organisation of a mutual fund" are a fund's manager, principal distributor, portfolio advisor, any of their affiliates and entities such as associated sales commission partnerships.
While dealers engaged in mutual fund distribution will continue to be allowed to process portfolio transactions for a mutual fund, they may only accept such business through institutional sales representatives and not through the retail brokers engaged in mutual fund distribution.

By organising their own forms of direct action (such as tax and rent strikes, environmental protests and so on) they can weaken the state while building an self-managed infrastructure of co-operatives to replace the useful functions the state or capitalist firms currently provide.

Mutuals themselves need to become more visible and to be unashamed about explaining their past contributions.
Because of the complexity of legal forms and labels which are invented to categorise organisations, the mid-19th century conception that all forms of mutual association were specialist ways to deal with the economic and social problems of the time, whether seen as capitalist or not, disappeared decades ago.
While organisations and movements were dogged by false-starts, dashed hopes, blind-alleys, defeats, lots of back-biting and personality clashes, there were activists who continued to organise and fight for a better society, moving from one form of mutual activity to another.

Mutual organisations had a competitive advantage in establishing trust, important in financial services: customers could more easily believe that the people who worked for a mutual business had their interests at heart.
Mutuality died in the financial services sector because of a string of secondary issues which the law and practice of businesses run for their customers was inadequate to address.

The Hindu Business Line : Mutual funds must invest in transparency
While all the mutual funds put out cautionary notes that investors should go through their schemes and assess the risks before deciding to invest, they are perceived essentially as a defence mechanism of the industry to protect itself from any legal backlash.
If this impression is correct, periodic examination of the pattern of expenditures of mutual fund firms would be necessary to appreciate as to whether the widely prevalent practice of the executives improving their real incomes in countries such as the United States is also in existence in India.
This is particularly pertinent if the mutual funds should improve the efficiency in the allocation of scarce investible resources and not jeopardise the existing income distribution in the organised sector.

The aims are to enable existing and new not-for-profit organisations to thrive and grow; to encourage the development of new types of organisation; and to ensure public confidence in the sector.
The Prime Minister’s speech to the National Council for Voluntary Organisations in 1999 reinforced this message, recognising that the modern role of Government is not to supplant or dominate voluntary activity.
For instance, the definition of a mutual organisation is unclear (at least to those outside mutual organisations), and the existing frameworks lack the flexibility to support the development of new forms of organisations that deliver a public benefit.

Fathom :: The Source for Online Learning
In the sphere of organisational studies, voluntary associations are seen as one of the three basic forms next to the business firm and the government agency.
The definitions differ mainly in emphasis and along the demarcation lines to related forms such as business (partnerships, co-operatives, mutual organisations), compulsory organisations (guilds, bar associations, and, in some countries, chambers of commerce), political organisations (parties, political action committees, interest groups), and quasi governmental institutions (mass membership organisations in the former Soviet Union, state churches).
Savings and credit associations among the poor, co-operative-type organisations among small-scale farmers and small-scale producers etc., are examples of how excluded members of society pool resources to improve their economic well being.

As Ed Mayo, director of the New Economics Foundation thinktank, says: "This is the first step towards a mutual health service." Mr Mayo's idea of "new mutualism" is a concept that owes little to traditional businesses like building societies and retail cooperatives, which are either static or in decline.
Mutual organisations' roots in the voluntary sector mean they can be seen as "fluffy", rather than as proper businesses.
Some trade unionists see this kind of mutualism as being little better than business when it comes to cutting the pay and conditions of staff transferred from a council or hospital.

It is a popular misconception that social enterprises should not make a profit but ike any business, they must make a profit to continue 'trading' and to support their social objectives.

That said, the fact that you clearly are a social enterprise ensures that funders can support you, safe in the knowledge that their financial support is being used for the social aims it intended.
