		in my 'sites/default/themes' folder i created a folder called 'mytheme' with the appropriate page.tpl.php and template.tpl.php etc. all worked well and the theme shows up as an option in the themes section of drupal.
		now when i go back into the themes section of drupal i see the default themes plus 'mytheme' plus 'css', but not 'images' and 'scripts'.
		You can even have a subdirectory for css, you just can't name any of the stylesheets 'style.css', which is not really a problem.
