NBA Draft Lottery - Wikipedia, the free encyclopedia
In 1986, many lottery teams had traded their first-round draft picks, and as a result, the top two teams in the Draft Lottery were playoff teams, with the eventual NBA champion Boston Celtics picking second, a pick (the late Len Bias) which would eventually haunt the franchise.
As of 2005, with 30 NBA teams, 16 qualify for the playoffs and the remaining 14 teams are entered in the draft lottery.

CHN Basketball History: NBA Draft Lottery
Beginning with 1987, the lottery changed so that only the top three picks would be selected by the traditional lottery, represented by ping-pong balls.
Thus, beginning with the 1994 lottery the chances were weighed even more, so that the best non-playoff team would only have a slim (0.5%) chance of receiving the top pick.
Just as in most traditional lotteries, the order of the numbers are not important, so although there are 24 different orders the same four numbers are drawn, all are treated as the same combination.

 description
Starting with the 1985 draft, the NBA began to use a lottery to determine the order of selection for those teams missing the playoffs (or the teams holding their picks through trades) for the first round, with teams picking in inverse order of their records in all succeeding rounds.
Since that infamous day, the draft lottery has only been used to determine the order of the first three “lottery” picks in the first round, with all remaining (playoff and non-playoff) teams selecting in inverse order of their regular season records.
This system was modified for the 1994 draft lottery to increase the chances of the teams with the worst records in the league winning one of the top three picks in the draft while decreasing the lottery chances of the teams with the best records.
