NBA Draft Lottery - Wikipedia, the free encyclopedia
In 1986, many lottery teams had traded their first-round draft picks, and as a result, the top two teams in the Draft Lottery were playoff teams, with the eventual NBA champion Boston Celtics picking second, a pick (the late Len Bias) which would eventually haunt the franchise.
As of 2005, with 30 NBA teams, 16 qualify for the playoffs and the remaining 14 teams are entered in the draft lottery.
For the 2006 NBA Draft, the NBA determined tie breakers on April 21st.

The Sporting News : NBA - Draft 2001
As lotteries go, the NBA's draft lottery doesn't exactly compare to winning $60 million in the Powerball lottery, but it is compelling to those franchises that are lottery-bound as well as NBA fans.
That's why the NBA should give the team with the worst record the first overall pick with the 12 remaining non-playoff teams thrown into a lottery to determine the rest of the draft order.
While the NBA started the lottery to avoid having teams dump games in pursuit of the league's worst record and the first overall pick, that shouldn't be a concern in today's NBA where some teams just can't help being bad.

It could be argued that the modern draft lottery process began in 1990—the first year that the lottery odds were weighted toward the teams with the worst regular season records.
Using the results of each of the 17 draft lotteries held since 1990, it's possible to determine which teams have been luckiest, and which teams got the short end of the stick over that period.
Because the lottery is used only for the top 3 picks, with all other teams drafting according to their regular season records, most teams don't have too far to fall relative to their expected results.

 description
Starting with the 1985 draft, the NBA began to use a lottery to determine the order of selection for those teams missing the playoffs (or the teams holding their picks through trades) for the first round, with teams picking in inverse order of their records in all succeeding rounds.
Since that infamous day, the draft lottery has only been used to determine the order of the first three “lottery” picks in the first round, with all remaining (playoff and non-playoff) teams selecting in inverse order of their regular season records.
This system was modified for the 1994 draft lottery to increase the chances of the teams with the worst records in the league winning one of the top three picks in the draft while decreasing the lottery chances of the teams with the best records.
