Simon Kuznets was working at the NBER when the U.S. government asked him to help organize a system of national accounts in 1930, which was the beginning of the official measurement of GDP and other related indices of economic activity.
The NBER is the largest economics research organization in the United States.

In the first instance, the NBER eliminated the sentence that read, "The behavior of the economy this year (2002) indicates that the decline in activity that began last year (2001) may have come to an end." This sentence had been included in each of the last few monthly postings.
If the NBER thinks the weakness starting late last year was a continuation of the recession that it previously determined began in March 2001, that would make the current downturn at least 21 months old -- the longest contraction in 70 years.
On the other hand, if the NBER thinks the current weakness is the start of a new recession, it would suggest that the economy grew for, at most, a year after emerging from the 2001 recession.

 NBER economists see signs recession over - May. 9, 2002
The NBER committee -- which includes one of the latest nominees for the Federal Reserve Board, Princeton economist Ben Bernanke -- defines a recession as "a significant decline in activity spread across the economy, lasting more than a few months, visible in industrial production, employment, real income, and wholesale-retail sales."
It was the first month jobs were added since July 2001, but the payroll data are also notoriously volatile, and most economists took April's gain with a grain of salt.
Two other measures of economic strength watched by the NBER, including industrial production and personal income, have risen this year, while wholesale and retail sales have been volatile.

Although I had intended them as informal and speculative, and was reluctant to reopen wounds, I want to be responsive to the concern expressed on Tuesday that our new task forces be in a position to move past the discussion of my remarks and move on with their important work.
Links to the transcripts of my NBER remarks and my opening remarks at Tuesday's Faculty meeting are attached at the bottom of this message.
Though my NBER remarks were explicitly speculative, and noted that "I may be all wrong," I should have left such speculation to those more expert in the relevant fields.

The determination of a peak date in March is thus a determination that the expansion that began in March 1991 ended in March 2001 and a recession began.
The NBER identifies turning points, that is, dates when economic activity turned in the opposite direction.
The longest expansion in the entire NBER chronology started in February 1961 and ended in December 1969, a period of 106 months.

The NBER "business cycle" conceptual assumption of an autonomic cycle implicitly ignores the key role of government policy interventions.
In the 1920s when the NBER first developed its "business cycle" analysis there were few reliable economic statistics, so there was probably justification for its initial use of an absolute standard of reference.
Because Wall Street "Fed watchers" and many other forecasters recognize that the Fed largely controls the rate of both nominal and real economic growth, their "forecasting" is mainly concerned with forecasting Fed policy.

During the early years of its existence, the National Bureau of Economic Research (NBER) assembled an extensive data set on all aspects of the pre-WWII macroeconomy.
The second is that the process of transferring the data from the NBER's handwritten sheets to the ICPSR tape introduced a number of mistakes.
We have eliminated these two impediments to the use of the NBER data set by converting the ICPSR tape to a portable format and by verifying the accuracy of the data using the NBER's original handwritten sheets.
