NCAA Division I-A independent schools are four-year institutions whose football programs are not part of an NCAA-affiliated conference.
There are considerably fewer independent schools than in years past; many independent schools later join (or attempt to join) established conferences.
Of these schools, only Notre Dame is a Bowl Championship Series school, which can be chosen for an at-large bid to a BCS Bowl game.

The Division II Presidents Council directed the ARC review of the matter out of concern that a number of athletically gifted, yet academically underqualified, student-athletes are transferring from Division I institutions with limited remaining eligibility.
While the number of such athletes is not necessarily large, their presence has affected Division II's competitive landscape and -- in the minds of some -- presented Division II as a haven for student-athletes who have not succeeded academically at the Division I level.

As NAIA schools are smaller, they offer fewer degrees and because the great majority of NAIA schools are liberal arts based, student-athletes interested in specialized majors (e.g., Marine Biology, Astronomy, or Civil Engineering) may have to expand their search to larger NAIA schools.
NCAA D1 or D2 assistant coaches are frequently specialists whereas NAIA assistant coaches tend to be generalists.
Unlike the NCAA which limits foreign trips or tours to one every three or four years, the NAIA has no such limitations and the NAIA does not mandate a set number of institutional contests to be played solely against other NAIA member institutions.

Meeting June 4-6 in Kansas City, Missouri, the NCAA Division II Women's Basketball Committee agreed to recommend to the NCAA Executive Committee that a strength-of-schedule index be added to the list of criteria or tools the championship committee uses to select participants for the 48-team field.
In addition to formulating the strength-of-schedule index, the Division II committee will recommend that three independent schools be moved to another region.
The move comes as a result of a recommendation from Division II conference commissioners, who presented several plans to the committee for realignment.
