The goal of the NCEP is to contribute to reducing illness and death from coronary heart disease (CHD) in the United States by reducing the percentage of Americans with high blood cholesterol.
Through educational efforts directed at health professionals and the public, the NCEP aims to raise awareness and understanding about high blood cholesterol as a risk factor for CHD and the benefits of lowering cholesterol levels as a means of preventing CHD.
The goal of the NCEP is to reduce the prevalence of elevated blood cholesterol in the United States, and thereby contribute to reducing CHD morbidity and mortality.

An executive summary of the Third Report of the NCEP Expert Panel on Detection, Evaluation and Treatment of High Blood Cholesterol in Adults (a.k.a., Adult Treatment Panel III or ATP III) appeared in the May 16, 2001 issue of the Journal of the American Medical Association.
The NCEP has predicted that the new ATP III guidelines will increase the number of Americans requiring treatment for elevated cholesterol levels (from 52 million to 65 million) and nearly triple the number of Americans who will need to take cholesterol lowering drugs (from 13 million to 36 million Americans).
It is hard to understand the reluctance of the NCEP to recommend replacing foods high in SFA and cholesterol with foods high in carbohydrate and fiber.  There is overwhelming scientific data to support such a recommendation as a safe and effective public health policy for all Americans who need to reduce their risk for CAD.

 NIH News Release--NCEP Issues Major New Cholesterol Guidelines- - 05/14/2001
The guidelines are the first major update from NCEP in nearly a decade.
NCEP, which is coordinated by the National Heart, Lung, and Blood Institute (NHLBI), develops new guidelines as warranted by research advances.
The new guidelines are expected to substantially expand the number of Americans being treated for high cholesterol, including raising the number on dietary treatment from about 52 million to about 65 million and increasing the number prescribed a cholesterol-lowering drug from about 13 million to about 36 million.

Of course, implementation is dependent on proof of enhanced skill and NCEP milestones focus on the need to establish a clean test environment (using WRF model infrastructure) and to then perform extensive parallel testing as a precursor to implementation.

Both the NCEP and the American College of Physicians (ACP) agree that therapy should be targeted to the risk of the individual patient, but the debate continues over appropriate treatment of lower-risk patients.
Even if dyslipidemia is identified, patients may be limited to diet therapy for the first 3-6 months, based on a general understanding of the NCEP guidelines, during which time their lipids are likely not to be monitored and their motivation for compliance decreases.
However, the NCEP guidelines provide for initiating drug therapy prior to leaving the hospital if LDL-C is greater than or equal to 130 mg/dl.

The NCEP/NCAR Arctic Marine Rawinsonde Archive data set complements the Historical Arctic Rawinsonde Archive (HARA) for land stations (Kahl et al., 1992; Serreze et al., 1992) and the Russian "North Pole" (NP) drifting station archive prepared by J. Kahl.
The file is arranged in synoptic order, such that all available soundings for day 1 are followed by all available soundings for day 2, day 3, etc. to the end of the file.
To avoid duplications with the Kahl archive of Russian North Pole drifting station soundings, efforts were made to eliminate these soundings from the present data set, using call signs provided by R. Colony.
