 Non-Chord Tones
This expressive type of NCT is frequently found in music of the Romantic period, due to its powerful "yearning" to resolve.
In this type of NCT, either of the two neighboring tones may come first and is followed by the other before resolving back to the initial tone from which they left.
A Pedal Point is unique among NCTs in that begins on a consonance, sustains (or repeats) through another chord as a dissonance until the harmony, not the NCT, resolves back to a consonance.

ireland.com - The Irish Times - Wed, May 24, 2006 - NCT reforms may improve test pass rates
Minister of State at the Department of Transport, Pat the Cope Gallagher, said he hoped changes to be introduced for the NCT would see the pass rate rise from the current level of just 49 per cent.
Mr Gallagher's predecessor, Ivor Callely, was due to introduce a series of changes to the NCT test in January this year but this was delayed after Mr Callely resigned on Budget Day.
As part of the mid-term review, the NCT system in Ireland was compared to that of 17 other countries and reportedly was in the mid-range in terms of cost and customer satisfaction.
