NFL Europe is descended from the World League of American Football, which included several teams in North America and lasted for just two seasons (1991 and 1992).
With increased support from the NFL, the league was resurrected as NFL Europe in 1995 with the three old European WLAF teams (Barcelona, London, and Frankfurt) returning to be joined by three new teams.
It is operated by the NFL as a sort of farm league or summer practice league.
