NGO Monitor - Wikipedia, the free encyclopedia
NGO Monitor (Non-governmental organization monitor) is a project with the stated aim of monitoring non-governmental organizations operating in Israel, the West Bank, and Gaza.
NGO Monitor criticized the New Israel Fund for funding organizations that the NGO Monitor claims are engaged in a "campaign to delegitimze Israel." These claims where denied by the director of the New Israel Fund who described NGO Monitors criticism as "un-democratic and un-Jewish" and "inherently and fundamentally flawed."
At Political Research Associates, Jean Hardisty and Elizabeth Furdon describe it as a "conservative NGO watchdog group, NGO Monitor, which focuses on perceived threats to Israeli interests", adding that "The ideological slant of NGO Monitor's work is unabashedly pro-Israeli.

Monitoring the Political Role of NGOs - Gerald M. Steinberg
The NGO Monitor project was initiated to examine how certain humanitarian NGOs covering Israel and the Middle East deviate from their mission statements and fund-raising activities that claim to support universal human rights values, in order to engage in overt political and ideological activities.
NGOs are generally defined as autonomous non-profit and non-party/politically-unaffiliated organizations that advance a particular cause or set of causes in the public interest.

NGO Monitor goes on the defensive with the UN, Human Rights Watch, and even Amnesty International - claiming that their reports of human rights abuses are merely anti-semitism.
Even if NGO Monitor seeks to defend Israel (your description of it as propaganda tears away the curtain of your bias…), that’s not to say that Israel isn’t unfairly criticized or that the human rights industry’s (and it is an industry) primary product is not criticism of the US and its allies.
Were NGO Monitor and organization that promoted media that took in all sides of the conflict, or profiled even one anti-Palestinian organization in Isreal as being a deterent to the peace process, I would not classify it as propaganda.

NGO Watch is an explicit attack on NGOs, domestically and internationally, many of which rightist groups perceive as "liberal." Accusing them of being "unaccountable" and "working for the good of a few people instead of the good of the whole society" may play very well with the broad U.S. public.
NGO status is granted by the United Nations, an institution long opposed by the Right as a threat to U.S. sovereignty and an impediment to U.S. international economic interests.

NGO Monitor is urging the US State Department to stop relying on politicized NGOs for its annual “Country Reports on Human Rights Practices.” NGO Monitor’s detailed reports on these NGOs show that they promote a political agenda – including efforts to impose academic boycotts, and divestment – at the expense of accurate analysis.
NGO Monitor analyses of the NGOs quoted in previous editions of the “Israel and the Occupied Territories” section of the report show that these NGOs display a consistent anti-Israel political bias.
The State Department report refers to its NGO sources as “reputable international organizations” and “credible NGOs.” However, according to NGO Monitor, these NGOs have no independent research capabilities, provide insufficient documentation for independent verification, accept anecdotal claims from politically motivated groups or individuals, and discriminate between sources based on political agendas.
