NHTSA will issue a final rule extending its existing policy of permitting manufacturers to install manual cutoff switches in vehicles without a back seat, or with a back seat that is too small to install a child safety seat.
NHTSA has aggressively issued consumer advisories and worked with the news media, the highway safety community, auto and insurance industries, and the medical community to increase public awareness of both the problem and the immediate solution -- placing children in the back seat, buckled up.

NHTSA should craft the regulations regarding oral communications in awareness of the demonstrated history of manufacturer action of barest compliance with the words, rather than the spirit, of reporting rules.

NHTSA has been testing the switches and examining switches in vehicles that caught fire to narrow down what makes some vehicles with the switch more prone to fire than others.
In 1996, NHTSA announced what's still the biggest recall in its history: It alerted owners of free repairs to 7.9 million Ford vehicles that had ignition switches that could catch fire while the vehicle was parked.
NHTSA narrowed down one of the potential problems with these cars during the investigation — brake fluid or water leaking onto the switch, which can lead to corrosion, a short that causes heat and, ultimately, a possible fire.

According to the Notice of Proposed Rulemaking (NPRM), which was published in the Federal Register on September 18, all automotive manufacturers would be required to begin installing ESC on model-year 2009 passenger vehicles and light-duty trucks, with the system becoming a standard feature by model-year 2012.
NHTSA Administrator Nicole Nason said ESC systems use automatic computer-controlled braking of individual wheels to help the driver maintain control in situations where the vehicle could skid.
She noted a 2004 NHTSA study that analyzed 40,000 crashes over a six-year period and found that ESC could reduce fatalities in single-vehicle crashes by 30% for passenger cars and 63% for sport utility vehicles (SUVs).
