In this paper I address such questions by examining several controversial aspects of NIC development: the role of the state in development, the compatibility of inward- and outward-oriented elements of development, and the influence of particular geographic and historical conditions on development.
The development experience of the Asian NICs is seen as the result of an evolutionary process of industrially induced modernization and structural transformation, which the remainder of the South could replicate.
Successful emulation of the NIC experience is thought to depend on locating an appropriate development niche within the global economy which may be exploited by implementing sound development policies based on conventional neoclassical economic principles.

Purchases of firearms, for which the Secretary of the Treasury determines compliance with NICS to be impractical because of the ratio of law enforcement officers to land area of the state (less than 25 officers per 10,000 square miles) and the absence of telecommunications facilities, are also exempt.

The NICS examiner will take the transaction out of the delay queue, and review the record to determine whether it is complete, whether it matches the prospective buyer, and whether it demonstrates that the person is disqualified from possessing a gun.
A typical example of a NICS transaction leading to a default proceed involves a record showing a felony-related arrest, which is not a brady disqualifier in and of itself, with no information to indicate whether the case was prosecuted and whether it resulted in a conviction.

One of the intents of this legislation was to provide for conducting a record check on license applicants in the manner necessary to exercise the exception to the NICS requirements under the “Brady Law” on the purchase of a firearm.
The logical conclusion, therefore, is that applicants for a Kentucky license permitting the concealed carry of deadly weapons shall have a NICS check performed prior to issuance of the license.
