The Metric Conversion Act was amended and strengthened in Omnibus Trade and Competitiveness Act of 1988, which mandated that all federal agencies "go metric" by the end of the fiscal year 1992, as well as providing financial incentives for industrial metrication.
Prior to the Treaty, the United states had already made the metric system a legal form of weights and measures in the Metric Act of 1866; however, no effort was made to switch the general usage from the English system to the Metric System.

 NIST Metric Information and Conversions: Metric Publications
This report, prepared for the Metric Program, at the National Institute of Standards and Technology, of the U.S. Department of Commerce, is the result of research into and analysis of the unique data on U.S. manufacturers maintained by the Thomas Publishing Company.
It gives guidance on the selection of metric units required to comply with the provisions of the Metric Conversion Act of 1975 (P.L. 94-169), as amended by the Omnibus Trade and Competitiveness Act of 1988 (P.L. 100-418), and Executive Order (EO) 12770 of July 25, 1991.
The "Metric Style Guide" addresses how to use metric units in written and verbal communication by addressing the metric prefixes, proper spelling of terms, how to make conversions, use of symbols, plurals, pronunciation, and decimal points.

Metric martyrs refused an appeal to the Lords Britain's five so-called "metric martyrs" were stunned by the perfunctory way in which Lord Bingham last Monday rejected their right to appeal to the House of Lords, without giving any reason other than that their case did "not give rise to points capable of rational argument".
