Because the capital investment in NOAA's remaining hydrographic ships was incurred long ago, and because NOAA is home to 200 years of expertise in chart-quality hydrography, using NOAA's three remaining hydrographic ships for the remainder of their useful lives is the most cost effective and readily available resource to address the critical survey backlog.

Officers of the NOAA Corps may be transferred to the service of the military departments when the President determines that a sufficient national emergency exists and that such transfer is in the best interests of the nation.
Members of the NOAA Corps are employed in the Department of Commerce, which is an "agency" as that term is defined under the Reimbursement Law.
Insofar as members of the NOAA Commissioned Corps hold positions whose duties are "primarily the investigation, apprehension, prosecution, or detention of individuals suspected or convicted of offenses against the criminal laws of the United States," we conclude that they would be entitled to insurance reimbursement as authorized by the Reimbursement Law.

NOAA Corps officers not only develop operational, technical and leadership skills aboard our ships and aircraft, but many take their experience into program offices ashore to help scientists and managers develop research plans that will make most effective use of the NOAA platforms.
Many of the capabilities of NOAA platforms needed to conduct research, such as the ability to simultaneously conduct trawling and oceanographic sampling, are not found in the private or university fleets.
NOAA currently outsources about half of its hydrographic survey and research work to university and private vessels that have the capabilities needed for those particular tasks.

The number of NOAA Corps commissioned officers needed is directly linked to the overall challenge, as two of the Corps’s three primary functions are to manage and operate NOAA’s ships and aircraft.
In the past, contractors have complained that NOAA has effectively limited private-sector innovation by dictating the precise type of vessel required, in the case of charter contracts, or explicit procedures to be followed, in the case of contracts for hydrographic surveys.
NOAA has used recent increases in appropriations to expand its use of private hydrographic surveyors, and in March and April 1998, it issued four contracts worth $10.8 million for data collection.
