A DoD agency, the NRO is staffed by DoD and CIA personnel.
The NRO is a joint organization engaged in the research and development, acquisition, launch and operation of overhead reconnaissance systems necessary to meet the needs of the Intelligence Community and of the Department of Defense.
In December 1996, the NRO announced for the first time, in advance, the launch of a reconnaissance satellite.

The Nobeyama Radio Observatory (NRO) is a division of the National Astronomical Observatory of Japan (NAOJ) under the National Institutes of Natural Sciences (NINS).
NRO operates powerful, advanced radio telescopes such as the 45 m radio telescope, the Nobeyama Millimeter Array (NMA), and the Nobeyama Radioheliograph.
ALMA is a large radio telescope comprised of 80 antennas, under construction at a 5000 m altitude Chilean plateau as a collaborative project among Japan, North America, and Europe.

  Number Resource Organization Document Store - NRO01 - NRO Memorandum of Understanding
The NRO Number Council shall act as a point of consultation to external entities on proposed global IP number resource policies, addressing questions that may be raised concerning such policy proposals, maintaining a dialogue with the entity and the RIRs concerning these proposals as required.
The Chair of the NRO Number Council shall be a member of the NRO Number Council elected by a majority of the members of the NRO Number Council by secret ballot for a term not to exceed one year.
NRO expenses must be approved in advance solely by unanimous authorization of the NRO Executive Council, and shall be borne by the RIR signatories on an equal basis of each RIR, unless specifically superceded by a specific or general per capita agreement by the NRO Executive Council.

 SPACE.com -- Trio of NRO Spy Satellites to be Launched During Next Two Months
If all goes well this weekend, the NRO will have little time to celebrate their success before gathering back at Vandenberg for another launch, this one targeted to fly on Oct. 1 using America's biggest unmanned booster, the Titan 4B.
In March 1998, NRO Director Keith Hall testified before Congress and said, "In the area of imagery intelligence, we are completing the development of the Enhanced Imaging System in response to growing customer demands and large area imagery collection shortfalls."
A final NRO payload for 2001 is scheduled to be lofted into orbit atop an Atlas 2AS rocket, this time from Cape Canaveral Air Force Station.

NRO funds must be used for cave conservation, cave preservation, cave and karst education, or landowner relations.
A written report on how the NRO funds were used must be provided to the Chair prior to the NRO meeting following the receipt of funds by the project.
Grant requests will be evaluated by the NRO officers and then presented, along with the Officers' comments, at the next NRO meeting.

The NRO review commission, co-chaired by Sen. Bob Kerrey (D-Neb.) and Rep. Porter Goss (R-Fla.), was created in response to a budget scandal in 1995 to 1996 that prompted the resignation of the NRO's director and deputy director after the organization was unable to account for more than half its annual budget.
In short, the commission said the NRO must have the consistent attention of the U.S. president, the secretary of defense, and the director of central intelligence if it is to succeed.
NRO director Keith Hall has sought to balance the need for secrecy in advanced programs, particularly in space-based signals intelligence, with the need to provide more open contacts to commercial industry.

In 1994, the NRO was found to have secretly and illegally spent $300 million on an office complex in Fairfax County, Virginia.
In order to maintain a charade that the huge complex was not an NRO project, millions of dollars in local property taxes, normally not paid by the federal government, were footed by taxpayers.
The budget of the NRO was $3.5 billion (in 1994 dollars) in 1980, half of its current level.

The NRO would manage the NRP "under the direction, authority, and control of the Secretary of Defense." The NRO's director would be selected by the Defense Secretary with the concurrence of the DCI, and report to the Defense Secretary.
The NRO director was charged with presenting to the Secretary of Defense "all projects" for intelligence collection and mapping and geodetic information via overflights and the associated budgets, scheduling all overflight missions in the NRP, as well as engineering analysis to correct problems with collection systems.

 Spy Satellite Agency Awards Big Contract to Boeing
The National Reconnaissance Office (NRO), the U.S. government spy satellite agency, has awarded a major contract to a Boeing-led team to develop the next generation of imaging reconnaissance satellites.
The satellites are the main element of NRO's Future Imagery Architecture (FIA) program, which according to the intelligence agency will "provide a more capable but less costly means of fulfilling the nation's imagery needs." In April, NRO announced that Raytheon Systems Co. had won a contract to build the program's ground-based infrastructure.
NRO and Boeing released press releases announcing the contract late Friday.
