		NSC 68 was a policy paper written by the National Security Council for President Harry Truman providing a comprehensive analysis of the capabilities of the Soviet Union and of the United States of America from military, economic, political and psychological standpoints.
		NSC 68 outlined a drastic foreign policy shift from defensive containment to aggressive military preparedness and declared in powerful rhetoric Soviet intention to risk war.
		NSC 68’s principal thesis was that the Soviet Union intended to become the single dominant world power and remake international society through communist expansion of Soviet authority.

	History of the Nastional Security Council 1947-1997
		The NSC membership was expanded to include the Secretary of the Treasury, the U.S. Representative to the United Nations, the newly-created Assistant to the President for Economic Policy (who was also head of a newly-created National Economic Council or NEC, parallel to the NSC), the President's Chief of Staff, and the President's National Security Adviser.
		The NSC Planning Board met on Tuesday and Friday afternoons and was composed of officials at the Assistant Secretary level from the agencies with permanent or standing representation on the Council, as well as advisers from the JCS and CIA.
		Cutler and NSC Executive Secretary James Lay testified in support of the effectiveness of the system, but their testimony was offset by that of former Truman administration officials such as George Kennan, Paul Nitze, and Robert Lovett.
