 National Telecommunication and Information Administration
The NTIA succeeded this unit, and combined the responsibilities and mission of the president's Office of Telecommunication Policy (OTP) and the Department of Commerce's Office of Telecommunications.
An organization like the NTIA seemed necessary to some policy makers in the late 1970s insofar as the Federal Communications Commission (FCC) was (and remains) increasingly burdened by the day-to-day matters of spectrum management and regulating the telephone, other common carrier, television and cable industries.
NTIA's reports and investigations have yielded information and positions important to some Congressional action and to some Administration policies regarding communication industries.

If NTIA removes court records from the list of exceptions in 15 U.S.C. § 7002, then it could be argued that whenever a writing requirement in the court system was replaced with an electronic record to be provided to a consumer, then the consumer consent requirements in § 7001(c) would be applicable.

And The Band Played On NTIA weasle words its own tech staff
The NTIA claims that reduction of strong power line noise "is a basic technical requirement" for acceptable BPL performance at the field strength limits the FCC has proposed and the NTIA has endorsed.
Early on, NTIA raised the specter of coax-munching rodents with an over-the-top example of "suspected" versus genuine interference: Poor reception chalked up to BPL could turn out to be a pest-control issue, the agency suggested in a footnote.
The NTIA predicts that hundreds of thousands and ultimately millions of BPL devices could be deployed under the rules the FCC is expected to adopt before ionospheric propagation and aggregate BPL emissions become a serious interference issue.

ARRLWeb: NTIA Study Documents Radio Interference from BPL
The NTIA study calculated that interference "is likely" to mobile stations in areas extending to 30 meters and to fixed stations in areas extending to 55 meters from a single BPL device and the power lines to which it's connected.
With "low to moderate desired signal levels," the NTIA study continued, interference is likely at these receivers within areas extending to 75 meters for mobiles and 460 meters for fixed stations.
The NTIA study appeared the same day the ARRL appealed to President George W. Bush to withdraw his support for BPL and focus his administration's attention on "more suitable technologies" such as wireless broadband access.

NTIA's BPL position still a moving target
"NTIA's extensive further analysis shows that the overall peak field strength that would be found in an exhaustive search along the power line would not significantly exceed the peak level measured using the streamlined approach proposed in the NPRM [Notice of Proposed Rule Making]," the agency said.
The NTIA also has reconsidered its earlier proposals to exclude certain frequency bands and geographical zones and to provide for voluntary coordination to prevent BPL interference to critical government radio systems.
Prior coordination of BPL deployment using certain frequencies, the NTIA now says, should apply "in limited geographic areas wherein BPL deployment will not necessarily be constrained, depending on details of the planned BPL deployment." The NTIA also said it could no longer support a requirement for BPL systems to transmit identification codes.

CaveBear Blog: An Open Letter to NTIA, ICANN, and IANA
It is incumbent on ICANN, IANA, and NTIA to justify to the community of internet users that a proposed change to DNS is safe and that its deployment will be carefully monitored and that there are contingency plans should the unexpected happen.
ICANN, IANA, and NTIA ought to establish a clear mechanism to publish notice of such changes, to scientifically inquire into the effects of such changes, and to safely deploy such changes.
The National Telecommunications and Information Administration (NTIA), because it retains ultimate control of the root zone of the domain name system, should require that ICANN and IANA demonstrate the safety of changes to the DNS before such changes are deployed.
