NZRFU chief executive David Rutherford said on Wednesday his organisation had thought it had resolved matters late last year with the IRB over the Cup.
The Daily Telegraph said the IRB had called on the NZRFU to shift their National Provincial Championship (NPC) from its traditional end-of-season timeslot to ensure a rugby-free landscape for the October-November staging of the game's showpiece tournament.
Rutherford said the NZRFU was also disturbed that those involved in the organisation of the World Cup seemed incapable of keeping significant commercial issues confidential.

This follows the spiteful public spat between the players' agents, the NZRPA and the NZRFU, which resulted in a protracted mediation meeting in Wellington.
NZRFU CEO Chris Moller said the outcome was a compromise that was a direct result of the mediation process.

From NZRFU’s point of view the current financial outlook was described pessimistically, and this was seen as another example that the IRB did not understand, or wished to ignore, the inequities of the financial arrangements between Unions.
NZRFU had not taken any steps to obtain access to the boxes, relying on its chairman’s belief that in November 2001 he had reached an arrangement with the chair of RWCL, Mr Pugh that a “pragmatic solution” would be found.
NZRFU’s persistence in seeking approval to play NPC matches during the RWC period was with the best interests of provincial rugby in mind but created the impression that NZRFU did not properly value the opportunity to host RWC.

The New Zealand Rugby Football Union (NZRFU) said on Saturday they were considering legal action as they refused to accept their chances of co-hosting the 2003 World Cup with Australia had vanished.
NZRFU chief executive David Rutherford said only the full IRB board, not the Rugby World Cup Limited (RWC) arm of the board, could cancel New Zealand's co-host status and any agreement giving the ARU sole hosting rights would also need to be approved by the full IRB board.

Among the reasons for the urgency to resolve the matter are reports on Monday that the All Blacks could be banned from the 2003 RWC in Australia in October and November if the organisers do not have their signatures on paper by Thursday midnight.
NZRFU Chief Executive Chris Moller also hinted at a possible All Black ban if the matter is not resolved before Thursday.

Use of photographs of NZ icons the All Blacks prohibited
The issue facing the Court was whether the use of the words “All Blacks” and photographs of players in their All Blacks uniforms – which feature the NZRFU trade marks – constituted trade mark use.
Williams J concluded that on the facts there was a serious case to be tried – the NZRFU had an arguable case that the “Born to Lead” calendar used the NZRFU trade marks in the course of trade as trade marks.
Williams J found that it was arguable that consumers would take the formal portrait of the present All Blacks captain on the cover of the calendar as a representation that the calendar was endorsed by, or published with the approval of, the NZRFU or the player depicted in the images.

Gareth Morgan - The Pot calls the Kettle (All) Black
Contrary to "unfair play" being why the New Zealand Rugby Union (NZRFU) objects to scalping, the real motivation for the Union's truculence is that it is trying to prevent others getting in on a practice it merrily pursues itself.
These "travel packages" have been a substantial source of revenue for the NZRFU for years, the Union extracting from the arrangement more than merely the face value of the tickets.
The only difference between this and scalping, which the Union screams as being unfair, is that the NZRFU gets a slice of the actions, while patrons selling tickets they’ve bought yields profits just for the patron.
