Hirohito - Wikipedia, the free encyclopedia
On September 5, Prime Minister Konoe informally submitted a draft of the decision to the Emperor, just one day in advance of the Imperial Conference at which it would be formally implemented.
According to the traditional view, Hirohito was deeply concerned by the decision to place "war preparations first and diplomatic negotiations second" and announced his intention to break with and, at the Imperial Conference on the following day, directly question the chiefs of the Army and Navy general staffs — a quite unprecedented action.
On November 3, Nagano explained in detail the Pearl Harbor attack plan to the emperor.

Orders were issued to selected task force units to begin moving singly and in small groups to Hitokappu Bay in the Kuriles on or about 15 November.

There was only enough oil, Admiral Osami Nagano told the Emperor, to maintain the fleet under war conditions for one and a half years and he was doubtful that Japan could win a "sweeping victory" in that time.
Oil stocks were steadily diminishing, the most favorable season of the year for operations was approaching, and failure to act soon might force a delay of many months and expose the Japanese to a Soviet attack on Manchuria.
Finally, on 24 September, General Sugiyama and Admiral Nagano, the Army and Navy chiefs of staff, submitted a joint letter calling attention to the shortage of supplies, the effect of the weather on operations, and the problems of mobilizing, staging, and deploying their forces.
