Five years later, and after seven years in weapons arts (jukendo, tankendo, jojutsu, and naginatajutsu), I think I’ve found an answer, at least for myself.
It was not I who had failed in my training, but my training that had failed me. For a number of reasons, unarmed training hasn’t been nearly as useful as weapons training in teaching me the skills I’d need to actually defend myself.
At the 1997 Meiji Shrine Demonstration in November, I demonstrated Toda-ha Buko-ryu naginatajutsu.

By the twelfth century, many of the Sohei were masters of Kenjutsu, Sojutsu, Naginatajutsu, Bojutsu, and, most especially, Kempo.

At 400 points she's a bit powerful, but since she works mainly alone, often outnumbered, I figure that's okay.
You can easily downpower her by getting rid of her Jujutsu, dropping her PD and ED from 25 to a "mere" 15, dropping her BODY, PRE, and SPD, and giving her either +2 with HTH or simply +2 with her naginatajutsu.
If you want to add anything to her, I suggest 1 point of Life Support (200 year lifespan), and some WFs with Common Melee Weapons and Common Martial Arts Melee Weapons.

 HKC Jodo
Muso Gonnosuke was also known as the founder of the Shindo Muso Ryu Jodo.
About 300 years ago he combined basic techniques from kenjutsu (swordsmanship), sojutsu (the art of the spear) and naginatajutsu (the art of the halberd) and applied them to a short oak staff [2].
In order to make jodo more accessible (the original Shindo Muso Ryu Jodo system had 64 kata), the 25th Grand Master of the school, Takaji Shimizi Dai, approved the development of 12 kata and 12 kihon (basic techniques) that best represented the fundamentals of the Shindo Muso Ryu.
