  The Nago Referendum 1997
On 21st December, 1997, Nago City held a non-binding referendum on the construction of an offshore heliport envisaged as the replacement for MCAS (Marine Corps Air Station) Futenma.
Nago Mayor, Higa Tetsuya, added his support for a referendum on the grounds that the proposed heliport would have a significant impact on the community.
Consideration of Nago's environment was promised and a healthy economic development and promotion package for Okinawa's northern region was unveiled to coincide with the build-up to the referendum.

In February, Tamaki Yoshikazu, the candidate in the Nago mayoral election who opposed the construction of the off-shore heliport in Okinawa, was beaten by a margin of 1,150 votes by Kishimoto Takeo, the candidate put forward by the Liberal Democratic Party-centered forces that support the American bases.
Although the margin of the defeat was small, the loss was still disappointing, as heliport opponents, in spite of heavy pressure from the Japanese government, had won a victory by 2,372 votes in the local referendum of December last year.
She points out that Kishimoto clearly stated his intention to freeze the heliport issue, instead focusing his campaign on the northern Okinawa development plan, schemes to develop the Nago economy, and the revitalizion of the local community.
