Chad’s foreign minister Nagoum Yamassoum said on the sidelines of a meeting of African foreign ministers in the Libyan town of Sirte that the conflict in Darfur, now in its third year, had cost the budding oil producer Chad tens of millions of dollars.
Yamassoum said the rebels were creating problems with Chad to try to prolong the conflict.
Yamassoum said the lack of consensus among rebel leaders was the biggest obstacle to talks moving forward.

The Leader of the Revolution has received Nagoum Yamassoum, the Chadian Foreign Minister, as a personal envoy of President Idriss Debi.
Yamassoum conveyed to the Leader a letter from President Debi related to the situation in Darfur region in line with the constant consultations between the two countries to solve the issue in this region.
In his letter, President Debi reaffirmed the importance that the Leader continue his efforts to solve Darfur problem, expressing his appreciation and that of his country in the leading role of the Leader to bring security and stability there.

Foreign Affairs Minister Nagoum Yamassoum told diplomats and aid workers in the capital N'Djamena that two locust swarms had destroyed 30 hectares of crops in the western region of Ngouri and said more swarms had been reported in central Chad.
He said the locusts could reach the impoverished eastern regions of Ouaddai and Wadi Fira in months, where some 180,000 refugees have fled fighting in Sudan's western Darfur region.
Yamassoum said Chad, whose meagre resources have already been stretched by the refugee influx, simply lacked the means to fight the locust plague.

"We are saying to the rebels that they must take part in the political negotiations," Foreign Minister Nagoum Yamassoum told AFP at the African Union (AU) summit in Addis Ababa.
Its military spokesman Colonel Abdallah Abdel Kerim said: "These political negotiations are coming much too quickly because several points in the April 8 ceasefire agreement have not been respected, such as the creation of a humanitarian corridor or the disarming of the Janjaweed," the pro-government militia.
