La Union is highly literate, with San Fernando City as the administrative, educational, and financial center of the region.
La Union, "the union" or "the united" in Spanish, was formed, in 1850, when the colonial government merged the southern towns of Ilocos Sur province, the northern towns of Pangasinan, and the western towns of Benguet to the east.

The city is bordered by the municipality of Tuba to the south and west, by Itogon to the east, and by Benguet's capital, La Trinidad to the north.
The temperature rarely goes higher than 26° C. During the rainy season from June to October, the city experiences much more rainfall than in other areas of the country, but is not often affected by typhoons that hammer the lowlands because of the buffer offered by the mountains.
Marcos Highway, which starts from Agoo, La Union, and Naguilian Highway, which starts from Bauang, La Union, are more roundabout routes but are much safer than Kennon Road and are the only routes permitted to buses and trucks.

The seat of government was in Barrio Ribsuan (now part of Naguilian, La Union) with a town hall or "presidente" built at the present site of Burgos Central School out of bamboo and cogon.

They went to Naguilian to look for said carabao and when they met Gapasin thereat, the latter told him that he has nothing to do with said carabao as he had already sold the same.

NFO1 Orlando Entolasco of the Naguilian fire department told The Times that the Arguezas failed to show any document proving that their business was legal.
He also said if the Arguezas had registered their business with the proper authorities, the fire department could have given them the necessary guidelines and precautions to take regarding fire prevention.

Juan Gamboa, Burgos Municipal Police Station chief, identified the lone fatality as Swegundino Faelnar Dagoc, 36, married, a resident of Pariah Este, Bauang, La Union.
Although he was rushed immediately to the Naguilian District Hospital, he was pronounced dead upon arrival there by an attending physician.
His relatives in Baguio City and La Union have already been informed about the accident, and were advised to claim his remains in the same hospital’s morgue.
