If what St. Cyril said was that fragments of the Cross filled the world, that does not at all have to be interpreted as the "demand exceeding the supply." It's not that unusual for relics to be very small; it wouldn't be that hard to break a wooden cross into slivers.
Perhaps Wesley, who has Cyril's text at hand, would simply enter Cyril's remark verbatim into the subsection "Dispersal of relics of the True Cross" in lieu of the original phrasing "From Constantinople, the True Cross was broken up, and the pieces miraculously multiplied" which so offended the Jesuits.
