  Naji Shawkat - Wikipedia, the free encyclopedia
Naji Shawkat (1891-?) (ناجي شوكت) was an Iraqi politician and cabinet member, who served briefly as prime minister from November 3, 1932 to March 18, 1933.
During World War II, Shawkat served as Minister of Justice in the pro-Axis government of Rashid Ali al-Kaylani.
On July 3, 1940, he was sent on a secret mission to Ankara to meet with Franz von Papen, then serving as the German ambassador to Turkey, to negotiate the renewal of ties between the Nazi regime and Iraq and promising to provide military support to Germany when its armies reached the Middle East.

One example is Sami Shawkat who is famous for his 1933 speech "Sina'at al-Mawt" (manufacture of death) in which he rationalizes mass violence and war as the way to achieve Arab aspirations.
It is interesting that Shawkat teaches that "force is the soil which sprouts the seeds of truth".
It is worth noting that Sami Shawkat's brother, Naji, who by 1941 was a member of the Arab committee in Iraq (which had absorbed the Futuwwa), gave Franz von Papen (a high ranking German official of Nazi Germany in 1941) a letter which actually congratulated Hitler for the brutality that he inflicted upon the Jews.

The reason for this was that the King wanted someone relatively more neutral as head of the government, and so appointed Naji Shawkat as Prime Minister, rather than the Pro-British Nuri.
