There appears to be money from Kuwait for an extensive development, and one can legitimately ask why the Kuwaitis are being so generous with this project at this very time, when they continue to demand a pound of Iraqi flesh in UN compensation and in Saddam's debts.
But Al Arabiya crew (nor any crew) are allowed to pass the middle shield of Iraqi National Guardsmen, who are not locals, maybe Kurds, maybe Baghdadis.
Ash-Sharq al-Awsat reports from Kuwaiti sources that the destruction visted on Najaf by the US assault on the Sadrists in August is far more extensive than usually realized.
