For quite some time, there's been some pressure on SBC/AT&T to offer naked DSL in California, but the company has resisted, claiming that no one wants it (which is laughable).
I've been using DSL for years and until today, I didn't konw there was such a thing as naked DSL.

Under the terms of the FCC agreement, ATandT is required to offer naked DSL for $19.95 in markets that are at least 80% upgraded for broadband.
While ATandT, for example, charges $45 for naked DSL, it sells a bundle that includes phone and DSL for just $28 a month.

  Naked DSL - Wikipedia, the free encyclopedia
In regular DSL, a wire is run from the telephone switch to a piece of equipment called a Plain Old Telephone Service (POTS) splitter.
The POTS splitter separates the DSL and voice bands and then a wire carrying both services runs from the splitter to the cable head, where it continues on to the customer on outside plant.
In naked DSL the portion of cable from the switch to the splitter is removed, therefore removing dial tone from the line.

So people that were pressing for "naked DSL" were really asking for a free phone line.
The FCC granted a petition by BellSouth to pre-empt state regulators from requiring "naked DSL." The procedural aspects are convoluted, so the effect of that action may not be clear.
Although there are a few telcos willing to sell DSL as a stand-alone service (notably Qwest), one wonders if they will continue to do so.

None the less i'd choose DSL over cable if it were mission critical, because it's a gauranteed upstream/downstream (based on distance) rather than hey, you get 5mb/s downstream just liek the 200 other houses in this area, even though we're only bringing in a DS3 worth of bandwidth....
But I agree DSL is the way to go for data critical stuffs.
My 1.5mb DSL line I had couldnt come close to the constant overall performance I get out of the cable I now have.

Covad sells their "naked DSL" product for about what it would cost to have basic POTS with linesharing so you pay one way or the other.
One can bet that I won't be around any longer then necessary to allow the other DSL carriers to catch up and start offering Dry DSL themselves, at which point I'll likely move again to another DSL carrier that has better pricing, and actually offers a discount for those that own their own modems.

I love the Naked DSL, I have gone to my mobile phone as my primary phone line about 4 years ago and have never looked back..
It's supposed to be 1/4 the speed of regular DSL so I'm wondering how noticeable the speed difference is. It would be really nice to save all that money over Urban Cableworks' $55/mo modem.
