Nantou County, a quiet backwater known only for its fruit orchards and hiking trails, took the full force of the quake, and the massive landslides which followed.
Both Nantou and Taichung were mainly quiet, as grieving survivors came to terms with the shock of loss.

The perspective of this report, however, is from one of the small towns in one of the regions hardest hit, Chung-Liao Township to the east of Nantou City, an area of steeply rolling hills crisscrossed with small rivers and planted with bamboo, oranges, bananas, longan, and betel nut palms.
According to the Nantou County government, 50,000 people have participated in relief efforts; and the use of over 40 backhoes and large trucks has been donated by the local governments of other counties.
Liaison was aided by the 15 Presbyterian congregations in Nantou County, especially in the mountainous areas populated with indigenous (Austronesian) peoples.

Nantou City, Taiwan, recently presented SGI President Daisaku Ikeda with an honorary citizenship in recognition of his exemplary leadership of the SGI, based on a spirit of humanism.
The honor was presented in tribute to SGI-Taiwan members' community activism, especially their emergency relief efforts in the aftermath of the large-scale earthquake in September 1999 that devastated much of Nantou.
The conferral took place at the city hall, attended by Mayor Lee Chao-Ching, SGI-Taiwan General Director Lin Chao, and 300 SGI-Taiwan representatives.
