Bible Stories - Ruth And Naomi
Naomi had changed so much while living in Moab that her Bethlehem friends in welcoming her had to ask, "Is this Naomi?" This sad, sour-looking woman they could not believe was the happy Naomi who had left them years before.
Naomi may not have relished the vinegar, which was a sour wine and a very cool and popular drink in that hot country, nor had as much appetite for the parched corn-- ears of wheat roasted and the kernels shaken out—as had Ruth.
Naomi never seemed to see a blessing unless someone told her of it, for when Ruth's little son, Obed, was born the neighbors had to say to her, "Blessed be Jehovah, who hath not left thee this day without a near kinsman; and let his name be famous in Israel.

Naomi said in Ruth 3:2, "Is not Boaz, with whose servant girls you have been, a kinsman of ours?" You see, a widow had the right of help from her closest kin in managing her property and help in preserving the name of her dead husband.
Naomi had faith in Ruth's character to be able to tell her that, and in Boaz's integrity.
Naomi has a daughter-in-law who is young (about 35, married for ten years in Moab plus her age when she got married.) And a kinsman who is older.

Naomi had just been forced to move from her family, her family farm, her mother and father and brothers and sisters.

Now, Naomi's instruction to Ruth is wait 'til everyone is gone, wait 'til the meal is over, then you watch and see where Boaz goes and lies down for the night.  Apparently they would spend the night at the threshing floor and get up the next morning and begin their work again.
Don't take this as gospel truth, but it may be that she's using her woman's intuition.  You know, Naomi may have sensed that Boaz had shown some little romantic interest in Ruth, and she just wanted to help things along.  You mothers have done that.  You know it and so does everybody else.
She knew that if Ruth were lying at his feet and moved a part of his long robe, nothing improper would ever happen.  She knew that Boaz would immediately recognize what Ruth was doing and, therefore, it was OK for her to do that.
