Shemer eventually moved to Tel Aviv, where in 1956 she wrote the words to the musical Hamesh-Hamesh (Five-Five), first performed by the IDF Central Command entertainment troupe and later by Haohel Theater.
Shemer's music linked the ordinary to the festive, the landscapes of Lake Kinneret to the White City of Tel Aviv, her own biography to the history of Israel between war and peace.
Shemer was laid to rest at Kibbutz Kinneret on June 26, 2004, where she was born.

It all began when Naomi Shemer was invited, together with four other colleagues, to compose a song for the second and non-competitive part of the 1967 Israel Song Festival, during which the votes were to be counted.
Shemer's four colleagues were intimidated and refused to comply with the request to compose a song on the proposed theme.[2] She, too, was taken aback at the prospect, but nevertheless agreed.
Shemer and Natan traveled around the world performing and promoting the song.[30] "Jerusalem of Gold" has assumed the place of a classic, and is referred to as the second national anthem after "ha-Tikvah".
