Naoto Ohshima (大島 直人 Ōshima Naoto) is a Japanese national and former Sega employee who designed the characters of Sonic the Hedgehog and Doctor Eggman.

It's unlikely Mighty will return if the rumor that his creator left Sega and took the copyrights with him is true.
Ohshima was responsible for most of the concept characters prior to Sonic's creation, so he may have sketched out that armadillo Sonic was up against.
If this rumor was plausible, then that would make Sonic non-existent since Naoto Ohshima could've taken the copyrights to Sonic with him.

Up until Sonic Adventure, Sonic's nemesis and the bad guy of the games was known as Dr. Robotnik in America and Europe while in Japan he was known as Dr. Eggman.
In 1991 when Sonic the Hedgehog was in the makes, Eggman's general design was done by Naoto Ohshima.
And when Sonic 1 was released, the villain was named Robotnik.

Oshima is the had of Artoon, and I haven't heard anything about Sega contracting Artoon to make the new Sonic.
