 Environmental Defense
The transformation of the Napa is important in itself, but ultimately its greatest impact may be as a model for dozens, or hundreds, of other rivers in similar situations around the world.
As the valley surrounding the Napa River is converted into vineyards, paved, and otherwise developed, the soil's effectiveness at absorbing runoff diminishes, and floods get more frequent and intense.
Napa's founding fathers must have thought the little peninsula sticking into the river where it oxbows was both the beautiful and practical choice to settle, since it gave maximum exposure to the riverfront.

Napa's grizzly bears disappeared long ago--grizzlies are entirely incompatible with highly developed agriculture, not to mention cities??but there are plenty of other animals still left but in trouble.
Napa has been a leader in the preservation of the subtle qualities that are as essential to a great wine region as great wine--beauty of landscape, sustainability of agriculture, and a strong, shared culture.
That was a cost of Napa's callow youth, but youth has its strengths as well: much of Napa's natural beauty remains undefiled; ever-stronger forces are arraying themselves against over-development; and Napa is building a strong, shared culture, based on sustainable farming, great wine, great food, conservation of nature, and devotion to excellence.

 Is the Napa River Impaired?
No one ever determined that the Napa River was actually a contributor to these problems or that the Napa River water quality met any specific criteria that might justify its designation as "impaired".
The decision to list the Napa River as "impaired" was thus a political decision, not a scientific one, and the decision to de-list it will also be political.
Also decades ago, Napa lacked an erosion control ordinance and land owners were not as aware as they are today of the adverse effects of erosion and sedimentation.
