The Naskapi are an ever-changing population, affected by “high mortality and birth rates (Mailhot, 1986).”  Territory and band composition are constantly changing to adapt to the demanding, harsh environment on the tundra plains of the interior, where caribou hunting takes place half the year.
A frequent routine of the Naskapi to combat the unpredictable caribou hunt was the early departure of men without their families into the interior to find and hunt the caribou.
Naskapi subsistence relies on everyone having equal access to resources of the group, allowing great mobility of individuals and their families, both geographically and culturally.

 The Naskapi Nation History
It was difficult for the Naskapis to integrate commercial trapping, especially of marten in Winter, into their seasonal round of subsistence activities, for the simple reason that the distribution of marten was in large measure different from the distribution of essential sources of food at that season.
In consequence, the Naskapis did not prove to be the regular and diligent trappers that the traders must have hoped to find, and the traders seem to have attributed this fact to laziness or intransigence on the part of Naskapis.
Initially, the Naskapis lived in tiny shacks that they built for themselves, but by 1962 Indian and Northern Affairs had built 30 houses for them, and a further four were under construction at a cost of 5 000$ each.

The Naskapi and Montagnais are actually part of the same Indian nation, calling themselves Innu; their languages, however, have diverged enough that most linguists consider them separate languages (though some do class Naskapi as a dialect of Montagnais, or both as dialects of the Cree language).
Naskapi is spoken by members of two Innu communities in Quebec and Labrador (Kawawachikamach and Mushuau, respectively).
The Montagnais identified some of their neighbors as Naskapi, variously said to mean 'interior people' or 'shabby dressers,' and from then on the Europeans treated them as two different tribes.

Except for the purpose of determining which of the Cree beneficiaries and Naskapi beneficiaries are "Indians" within the meaning of the Indian Act, the Indian Act does not apply to Cree bands or the Naskapi band, nor does it apply on or in respect of Category IA or IA-N land.
In addition to any other rights relating to the use of the Cree or Naskapi language, a Cree band may conduct its council meetings in the Cree language and the Naskapi band may conduct its council meetings in the Naskapi language.
(1) A by-law or resolution of a Cree band or the Naskapi band shall be enacted or adopted in either the English or the French language, and may also be enacted or adopted in the Cree language or the Naskapi language, as the case may be.
