Presumably, access to a centralised database is thought to be useful in child protection work because this would enable the social worker to easily check whether there had been ongoing concerns over the child or involvement with the family from a number of different agencies.
Essentially, the database is unnecessary because we already have a well-established inter-agency system for dealing with child protection concerns and it generally works well when all agencies adhere to the agreed procedures.
In child protection work the principle of aiming to work with families on a voluntary basis is a good one and social workers aim to build trusting relationships with their clients.

The official inquiry into the death of eight-year-old Victoria ClimbiƩ has called for the creation of a national child protection database and clear guidance on legislation that covers information sharing among public bodies as part of a wider social services shake up in the UK.
Milburn acknowledged that problems with the child protection system had been raised many times in the past and said that the Government would issue a new Green Paper on child protection in the next few months.
The legislation, which includes the Data Protection Act, the Human Rights Act and common law rules of confidentiality, needs to be formally clarified, the report says, especially when it has an impact on the sharing of information between staff involved in "the welfare of children and families".
