A group of lawyers, judges and law professors known as the National Conference of Commissioners on Uniform State Laws proposes them, and it's up to the individual states to determine whether they'll adopt them and what changes they'll make.
If two states adopt the same uniform law, you can expect to see similar but not identical laws in those two states.

New York State Law Revision Commission
First, the revision of UCC Article 9, proposed by the National Conference of Commissioners on Uniform State Law and the American Law Institute, does not address secured transactions with respect to commercial and residential cooperative apartments because coops are not a national phenomenon.
A search of financing statements filed under article nine of the uniform commercial code, when made and certified to by a title insurance, abstract or searching company organized under the laws of this state, may be used in place of, and with the same legal effect as an official search and certification.
This is so because sections 9-201(b) and 9-406(h) expressly subject Revised Article 9 to any New York rule of law (common law, statutes, or administrative rules or regulations) that establishes a different rule for consumers with respect to "consumer transactions," which is defined in section 9-102(a)(26).

 To: Uniform Law Commissioners
As you gather in Sacramento, California for the annual meeting of the National Conference of Commissioners on Uniform State Laws to discuss and debate the various articles being considered, I encourage you to pay particular attention to draft Article 2B.
Perhaps the only way the drafting committee will have the ability to overcome the industry's intransigence and unwillingness to compromise is through a showing by the commissioners of their disapproval of the draft law.
It overwhelmingly favors software industry interests over consumers (attached are several opinion and news articles highlighting specific problems in the draft law), and I urge you to send a strong message conveying dissatisfaction with the draft to the Article 2B drafting committee.
