A fight among prison gangs that led to a fire and the death of seven prisoners caused a national debate on the overcrowding of prisons, which are unable to cope with a rapidly growing inmate population.
Under the State Security Law of 1958, it is a criminal offense to besmirch the honor of state institutions and their members and symbols, such as the Congress, the Supreme Court, the military services, the flag, and the President.

 CIA Acknowledges Ties to Pinochet’s Repression
The CIA made a payment of $35,000 to a group of coup plotters in Chile after that group had murdered the Chilean commander-in-chief, Gen. Rene Schneider in October 1970—a fact that was apparently withheld in 1975 from the special Senate Committee investigating CIA involvement in assassinations.
The National Security Archive applauded Hinchey’s effort to press for the disclosure of this history and commended the CIA for a substantive response to the law.

Since the protest, the Chilean government has taken an official stance against the Nazi congress as well as the legalization of the Nazi Party, and Rovner and Der Ruf have also launched a public campaign against "the many" members of Chile's right-wing political party, National Renovation, who sympathize with the neo-Nazis.
Chile's national television network twice aired an in-depth report on the proposed congress.
"The fact that the Nazis chose Chile for their congress shows that Chile is perceived as somewhat of an anti-Semitic society, with a history of fascist governments and dictatorships," Agosin says.
