In September 1996, the Congreso Nacional, National Congress, set up a special commission to investigate allegations of police corruption and human rights violations made public by a former policeman who claimed to have participated in counter-insurgency operations by the SIC during the years when the AVC was active.
Dr Casares' conclusions were corroborated by independent human rights organizations in Ecuador, in the sense that they informed Amnesty International that the vast majority of policemen which had made up the SIC were retained by the OID and subsequently passed into the ranks of the PTJ.

 U.N. Calls for Re-establishing Judicial Independence in Ecuador - US Department of State
Despouy, who concluded a week-long visit to Ecuador March 18, identified a number of serious irregularities in the measures adopted by Ecuador's National Congress concerning both the removal of the previous magistrates of the Supreme Court of Justice, the Constitutional Tribunal, and the Supreme Electoral Tribunal, as well as the designation of new magistrates.
"It is the duty of the National Congress, as the organ that adopted the key measures of removal and designation which provoked the current crisis, to take measures to rectify the situation," said Despouy, a U.N. human rights special rapporteur on the independence of judges and lawyers.
In a March 24 statement, the U.N. said its legal expert, Leandro Despouy, cited urgent concerns over the replacement of 27 of Ecuador's 31 Supreme Court judges with magistrates of the national legislature's  own choosing and the resignation of the court's president, Ramón Rodríguez.

On August 6 Ecuador’s National Congress voted 55-54 against a proposed Civil Service and Administration Career Law, a neoliberal “reform” measure demanded by the International Monetary Fund (IMF) as a precondition for agreements with the government of President Lucio Gutiérrez Borbúa.
The opposition was led by the Democratic Left (ID) party, but what kept the measure from passing was the defection of part of Pachakutik, the political party of the Confederation of Indigenous Nationalities of Ecuador (CONAIE) and a major part of the alliance that brought Gutiérrez to power in last October’s election.
The vote came the same day that CONAIE issued a manifesto demanding that Pachakutik make “an immediate break” with the Gutiérrez government.
