The National Defense Act of 1935 (Commonwealth Act No. 1) was passed by the Philippine National Assembly on December 21, 1935.
The National Assembly was guided by the Office of the Military Advisor to the Commonwealth Government under the American General MacArthur.
For the training of junior officers, the Act provided for the establishment of a military academy, patterned after the United States Military Academy, which be located at Baguio, Luzon and graduate about 100 officers per year.

The National Guard of this State shall conform to federal statutes and regulations relating to and governing the armed forces of the United States, insofar as they are applicable and not inconsistent with the Constitution of Delaware or this title.
The Delaware National Guard shall be uniformed, armed and equipped, as nearly as practicable, in accordance with federal statutes and regulations in relation to uniforms, arms and equipment.
No bill or allowance, on account of the Delaware National Guard, authorized by this chapter, shall be paid by the State Treasurer unless the bill or allowance is itemized and its contents duly certified to by the Adjutant General or by an officer designated by the Adjutant General.

In 1935, President-elect Manuel L. Quezon convinced Chief of Staff of the United States Army General Douglas MacArthur to act as the military adviser to the Commonwealth of the Philippines.
MacArthur was given the title "Military Advisor to the Commonwealth Government" and tasked with establishing a system of national defense, for the Philippines, by 1946.

The Offshore Patrol (Mosquito Fleet) was a rudimentary navy, intended for inshore defenses only, called for by the Philippine National Assembly in its National Defense Act of 1935.
