 Encyclopedia: National Defense Service Medal
Multiple awards of the National Defense Service Medal are authorized for members of the military who served in more than one of the eligible time periods; such additional awards are denoted by service stars.
Created in 1953, the National Defense Service Medal was intended to be a “blanket campaign medal” issued to any member of the United States military who served in a designated time period of which a “national emergency” had been declared.
For service in the Gulf War and War on Terrorism, it is also authorized for members of the military reserve provided they are a “military reservist in good standing.” This infers that a reservist must be in a drill status and also be participating in regular annual training.

Service members qualified for the AFEM by reasons of service between July 1, 1958 and July 3, 1965, in an area for which the Vietnam Service Medal was authorized subsequently shall remain qualified for that medal.
Service members who become eligible for both awards during their initial tour in SWA and elect to receive the SWASM may be awarded the AFEM for participation in Operation SOUTHERN WATCH during a subsequent tour in SWA under the Under Secretary of Defense for Personnel and Readiness Memorandum (reference (v)).
Service members who become eligible for both awards during their initial tour in SWA may elect to receive either the SWASM or the AFEM, but may not be issued both medals for a single tour in SWA.

National Homeland Security Service Medal and the Cold War Service Medal
A request was made to the UNITED STATES NATIONAL DEFENSE FORCE COMMAND (SEPARATE) to design and make available to all military and veterans a medal recognizing COLD WAR military service (2 Sept.1945 through 26 Dec.1991) as the Federal Government presently has no plans to award such a medal.
The wording says: "It is the sense of Congress that the secretary of defense should consider authorizing" both the Cold War medal and a medal for those who have served in South Korea since the end of the Korean conflict.
And that means commercially produced souvenir medals for such service that have entered circulation are not authorized for wear on military uniforms.
