The National Energy Program (NEP) was an energy policy of the Government of Canada.
It was enacted by the government of Prime Minister Pierre Trudeau in 1980, and administered by the Department of Energy, Mines and Resources.
The program was extremely unpopular in Western Canada, where most of Canada's oil is produced, and heightened distrust of the federal government, especially in Alberta, British Columbia and Saskatchewan.

 The National Energy Program
The National Energy Program was structured on three main policy goals: energy security, redistributing revenue, and Canadianization.
The first goal of the NEP was to have Canadian energy security by 1990, but focussed primarily on oil because Canada was self-sufficient in natural gas.
A decision was reached that in fact the NEP did contradict principles of national treatment leaving Canada with little choice but to modify the NEP to allow for Canadian goods and services to be assessed on a competitive basis with other suppliers first.
