The National Energy Program was enacted by the government of Pierre Trudeau in 1980.
The justification for the program died when oil prices lowered in the early 1980s, leading to its abandonment by the new Progressive Conservative government of Brian Mulroney that campaigned against the policy in the 1984 Canadian election.

The ideology and policies of the sitting President of the United States commonly play a large role in determining the direction of his political party, as well as the platform of the opposition.
Minor party and independent candidates are very occasionally elected, usually to local or state office, but the United States political system has historically supported catch all parties rather than coalition governments.

Italy - National Energy Policy and Overview
Italian energy policy has changed dramatically since 1988, the year in which the last National Energy Plan (PEN) was issued.
While more comprehensive and integrated energy networks in the European Union could help Italy weather short-term supply disruptions, such integration is unlikely to help Italy in long-term supply disruptions; the government has not highlighted this integration as a key component of its long-term energy security policy.
There are more than 300 energy laws in Italy at the national level.

Unfortunately, since the energy crisis of the late 1970's, our nation has failed to adopt a sound and comprehensive energy policy.

Out of the latter emerged the core group which, in 1981, formed the present Council for National Policy -- a consortium of high level political, corporate and evangelical leaders which is the primary coordinating body and funding conduit for Christian Right projects.

EPA: Federal Register: Energy Conservation Program for Consumer Products: Fluorescent Lamp Ballasts Energy Conservation Standards
The Energy Policy and Conservation Act directs the Department to consider the impact of any lessening of competition that is likely to result from the standards, as determined by the Attorney General.
As required by section 325(o) of the Energy Policy and Conservation Act (42 U.S.C. 6295(o)), today's final rule establishes energy conservation standards for fluorescent lamp ballasts that are designed to achieve the maximum improvement in energy efficiency that DOE has determined to be both technologically feasible and economically justified.
Energy Savings While significant conservation of energy is a separate statutory requirement for imposing an energy conservation standard, the Act requires DOE, in determining the economic justification of a standard, to consider the total projected energy savings that are expected to result directly from revised standards.

Moya K. Mason -- Resume -- MLIS, Freelance Researcher, Internet Searcher, Fact Checker, Research Consultant, Writer, Editor, and Information Scientist
This research project involved finding information on residential and commercial building statistics for the North America market, along with data on the assessment of energy conservation measures, sustainable architecture, the environmental impact of buildings, and ecological land use.
The study attempted to find out the state of information access to current event inquiries as it pertains to national newspaper articles in public library settings.
This project set out to uncover what policies libraries follow when weeding (deselecting books), how they do it, are there complaints, what the librarians themselves think of weeding, and if they have ever saved any books that were supposed to be weeded out of the library system.
