The National Environmental Policy Act (or, NEPA) is a United States environmental law that was signed into law on January 1, 1970 by US President Richard Nixon.
NEPA requires that an EIS must include: the environmental impacts of the proposed action; unavoidable adverse environmental impacts; alternatives including no action; the relationship between short term uses of the environment and maintenance of long-term ecological productivity; irreversible and irretrievable commitments of resources; and secondary/cumulative effects of implementing the proposed action.
The action forcing provision of the law requires an environmental impact statement (EIS) to be written for all major federal actions.

While the National Environmental Policy Act provides a process for Federal agencies to follow when their actions may affect the environment, there are additional laws that provide specific restrictions and protections to the environment and that may actually affect the nature of the action that can be taken.

A 1997 review of NEPA's effectiveness stated that "categorical exclusions are meant to identify a proposed action that is routine and generally without significant environmental impacts, such as road repairs or routine electrical maintenance on buildings." The exemptions the Bush administration has recently proposed, however, are far-reaching, unprecedented, and would significantly undermine the law.
