The National Fish Hatchery System: A System In Peril.
National fish hatcheries such as the Private John Allen National Fish Hatchery are helping to achieve these objectives by restoring native fish populations for all to enjoy.
The hatchery serves as one of the primary spawning areas in the Southeast for paddlefish, which are sometimes called "spoonbill catfish." With the decline of sturgeon eggs, paddlefish are being exploited as a source of eggs for use as caviar.

Use of Propagated Fishes in Fish and Wildlife Service Programs
National Fish Hatcheries in New England have focused on reestablishing self-sustaining populations of Atlantic salmon.
Survival and growth within the hatchery, resistance to disease, and hardiness during handling were the most important characteristics of "hatchery fish." Survival after stocking, development to maturity, and contribution to the long-term stability of the stock often were assumed without supporting evidence.
Stocking hatchery propagated fishes that might prey on or compete with endangered species must be reconsidered to be certain that such activities do not further jeopardize species at risk.

The present stressed state of the Nation's fisheries and aquatic systems gives such information on hatchery operations new relevancy.
National fish hatcheries serve as a critical fishery management option in reversing the declines of the Nation's fishery resources.
National fish hatcheries make a significant contribution toward restoration of these declining fisheries and in meeting the needs of 50 million Americans who enjoy the sport of fishing.

 STATEMENT OF DR
The role of the National Fish Hatchery System has changed and diversified greatly over the past 130 years as increasing demands are placed upon aquatic systems.
In summary, I would like to thank the Subcommittee for the opportunity to provide you with an overview of the National Fish Hatchery System (NFHS) and the role it plays in conserving, restoring, enhancing, and managing the Nation's fishery resources and aquatic ecosystems for the benefit of future generations of Americans.
Although the NFHS provides a wide array of benefits to the American public, the System still faces many challenges.  Broad challenges, such as depleted natural resources and imperiled aquatic habitat, are well beyond the control of the NFHS but other Service and partner programs are helping to address these issues.

The Fish Car Era of the National Fish Hatchery System
The last fish car, the mammoth No. 10 which was the pride of the fleet, was finally taken out of service in 1947, its equipment scattered among the various hatcheries.
And it was the beginning of what a few Fish and Wildlife Service veterans can fondly recall as the "Fish Car Era." The problem in 1872, when the U.S. Fish Commission was first set up, was how to quickly move fish from hatcheries to far-off waters throughout the country.
During one 2 -month period, according to the records, "fish were sent to virtually every State in the Union, and the cars were kept busy day and night." The cars and the messengers together covered an astonishing 505,853 miles in fiscal year 1930.

Endangered Species Bulletin: Hatcheries Promote Fish Recovery - Brief Article
The Fish and Wildlife Service's (FWS) National Fish Hatchery System has made impressive contributions to the restoration and recovery of imperiled fish populations through the development of captive propagation and holding techniques.
Linda Andreasen is a Fishery Biologist with the Division of Fish Hatcheries in the FWS Arlington, Virginia, headquarters office.
Propagation of imperiled fish species is often more than twice as costly as rearing non-native game fish due to genetic analyses, and special diet requirements and rearing conditions that enhance survival in the wild.

Conservation Issues: U.S. Fish and Wildlife Service
National fish hatcheries are working on recovery of endangered species, but they are also working on many fish that have recreational value, or that will have recreational value when they are restored.
Habitat restoration, fish passage and the health of ecosystems overall are critical to the future of fish and fishing.
As a result, we have a hatchery system today that is in desperate need of repair and modernization, and aquatic species and habitat in serious states of decline.

Funding for hatchery maintenance and operations dropped 15 percent in constant dollars since 1992; the system has more than a $280-million maintenance backlog; and one in four hatchery personnel positions is vacant.

Endangered aquatic species recovery and refugia activities on national fish hatcheries must be funded by the FWS Endangered Species Program appropriation, consistent with other threatened and endangered species recovery activities conducted by the FWS.
The system's problems developed throughout several decades, due to internal and external pressures and the increasing diversity and complexity of fisheries management issues.

Of the 66 facilities that comprise the National Fish Hatchery System, a full 40 percent of their activities are currently focused on the rearing and stocking of sportfish in reservoirs and tailwaters.
As the USFWS realigns its National Fish Hatchery System to focus on native and endangered species, those hatcheries that do not align with the new focus, like Garrison Dam and Chattahoochee, will likely be closed, transferred to state control, or transformed into native and endangered fish recovery facilities.
The USFWS decision to place a superior value on fish that are native to a particular system, even when a system has been so altered as to preclude any possibility of restoring its original condition, raises dangerous possibilities.
