Despite the name, national parks in England and Wales are quite different from those in many other countries, where national parks are owned and managed by the government as a protected community resource, and permanent human communities are not a part of the landscape.
The national parks of England and Wales are areas of relatively undeveloped and scenic landscape that are designated under the National Parks and Access to the Countryside Act 1949.
The north Pennines were also considered for designation as a national park in the 1970s but the proposal was thought to be administratively too difficult because the area was administered by 5 different county councils.

 Snowdonia National Park
In Eryri 69.9% of the land is in private ownership, 15.8% is owned by the Forestry Commission, 0.9% by water companies, 8.9 by the National Trust, 1.7% by the Countryside Council for Wales, 1.65 by other groups,and 1.25 by the Park authority itself.
National Parks in Britain are 'national' in the sense that they are of a national value and importance, but they are not nationally owned.
Eryri National Park therefore attempts to reconcile landscape and nature conservation with recreational needs, tourism, and the local economy; whilst attempting to maintain traditional land uses and the cultural heritage of the area.

 Exmoor National Park Authority
The National Park Authority recognises the limitations of the study and accepts that it is not an in depth scientific study.
The Authority has 26 members 19 of whom are local elected members nominated by local parish, district and county councils, and seven are appointed by the Secretary of State because of their special skills and knowledge to represent the national interest.
In its description of Exmoor as a potential National Park, the Report of the National Park Committee in 1947 stated "The area is notable for its wildlife; red deer have roamed on Exmoor from time immemorial, and it is the setting for John Fortescue’s delightful ‘Story of a Red Deer’".

The Authority must attach greater weight to conserving and enhancing the natural beauty, the wildlife and the cultural heritage of the National Park if it appears that there is any conflict.
So, on a typical National Park Authority of 26 members, 14 are local authority appointees, 5 represent parish interests and 7 are appointed by the Secretary of State to represent the national interest.
The Parks are: Dartmoor, Exmoor, the Lake District, Northumberland, the North York Moors, the Peak District, the Yorkshire Dales, the Brecon Beacons, Pembroke Coast and Snowdonia.
