On the right and the left wall of the East Timor national parliament are hanging traditional weavings, each with the name of one of the districts.
This border line, by the way, was settled between Portugal and the Netherlands very early in the 20th cent., if I recall correctely by swapping the vassaldom of several native kingdoms along the border area, previously the territorial claims were a mess of enclaves and exclaves.
Díli would remain as a provincial capital only, being the national capital city placed in a town on the hills, in a location more central, geographically.

 East Timor Grapples With Languages
After months of sometimes angry debate, the former Portuguese colony decided to make Portuguese one of its national languages - to be used in Parliament, in the official media and in schools - when it gains independence Monday after 24 years of often brutal Indonesian rule.
Timor`s children are having their first contacts with Portuguese (estimated to be spoken by between 10 and 15 percent of Timorese), under a program which has brought teachers from the ex- colonial power to work with locally recruited staff.
On a remote mountain road in East Timor, a child sitting on a tree trunk manages to say "good-bye" or "good afternoon" in Portuguese, a language that is now being taught all over the territory, but with very slow progress.

The Eastern East Timor province comprises the districts of Manatuto, Los Palos, Baucau and Viqueque.
Central East Timor consists of the districts of Dili, Aileu, Liquica and Same, while the province of Western East Timor covers the Ainaro, Covalima, Ermera and Bobonaro districts.
While the date of the first general election in independent East Timor has not been officially set, it is widely expected to be Aug. 30.

The relationship between the elected president and the Fretilin-controlled parliament will be one of the first tests of the stability of this new government.
