 The Commission
The National Capital District covers an area of 225 square kilometers located on the southeast coast of the main island of Papua New Guinea at latitude 9 degrees 29 south of the Equator.
At Independence in 1975, the District's main centre, Port Moresby, was declared Capital City of Papua New Guinea by Parliament.
Initial election was held on Saturday 3rd April 1971, with 12 Papua New Guinean and an expatriate elected on to the seats on the Council.

Section 20 and 21 of the integrity law states that there must be a publication of a list of political parties in the National Gazette as soon as practical after the date of issue the writ for a National Election.
The public officer of that political party must apply to the Registrar for registration of the political party within six months from February 22, 2001 — the date the Speaker of Parliament certified the law.
The law requires statutory declarations by Members of Parliament who are members of the political party to the effect that they are members and are not members of any other political party to be gazetted.
