I think that the Commission is balancing a lot of different issues with the DTV transition, as well as making the spectrum available for public safety and commercial uses.
As a result of this gracious authorization to use channel 16 public safety agencies have expended millions upon millions of dollars to enhance communications systems that have served to improve police response time, and provide more information to the police officers who respond to the scene.
Many in the public safety community, and in the broadcast industry, and in the commercial wireless industry, believe that if the statute remains in its present form, there will be very few stations that actually vacate the 700 MHz band by 2006.

 National Police Agency (NPA)
The agency is headed by a commissioner general who is appointed by the National Public Safety Commission with the approval of the prime minister.
The national police budget covers the expenditures of the NPA relevant to the execution of duties under its jurisdiction, including personnel costs, expenses incurred by the prefectural police which are shouldered by the state, and subsidies to the PP.
The total National Police Agency Budget for the 1990 fiscal year was 198,420 billion yen, of which 41.5% (82,282 billion yen) went toward personnel expenses, 14.5% (28,870 billion yen) went toward equipment, communications, and facilities, 18.2% (36,149 billion yen) were allocated toward other expenses, and 25.8% (51,119 billion yen) went toward subsidies for Prefectural Police.

NTIA Comments, WT Docket No. 96-86
The Commission states that "[a] total of 2.6 MHz of the public safety spectrum in the 700 MHz band is designated in the First Report for nationwide interoperability pursuant to the guidelines to be established by the National Coordination Committee (NCC) and approved by the Commission."
Public safety services are currently exempt from competitive bidding requirements, and therefore, a change in law would be required before the Commission could forego the requirement to assign licenses via competitive bidding.
NTIA realizes that the Commission's proposal allowing mobiles to operate in the 794-806 MHz band was made to address the concerns of interference from base stations to mobile public safety equipment operating in the lower portion of the adjacent 806-824 MHz public safety band.

Sato said members of the commission, which oversees the National Police Agency (NPA), are recommended by the NPA and approved by the cabinet, and the recommendations have never before been rejected.

In observance of National 9-1-1 day, APCO is saluting four public safety communications professionals, honored this year for their outstanding work in the field of 9-1-1: International Telecommunicator of the Year Colleen Eyman, Communications Center Director of the Year Debbie Willis, Line Supervisor of the Year Jani Chaney and Technician of the Year Richard Rudy.
There is currently a severe shortage of spectrum available for public safety operations, which leads to dangerous congestion on existing radio channels, a lack of interoperability between public safety personnel from different agencies responding to the same emergency and the inability to implement new public safety communications tools.
APCO applauds Keaton and other public safety communications professionals for their skill and perseverance when handling dangerous and difficult 9-1-1 calls, especially when the location of a caller is not known.
