He is joined by the EPA, which as late as Sept. 1977, in its reports on Radiological Quality in the US reported 400,000 person-rems per year from the radon generated in coal ash piles, compared with only 70,000 person-rems for uranium tailings.

Mr Hoon said: "In the case of early warning radar installations at RAF Fylingdales, the MoD takes all necessary steps to ensure that its activities remain within the health guidelines established by the National Radiological Protection Board (now part of the HPA).
The decision is a snub to Ryedale MP John Greenway, who wanted the Health Protection Agency (HPA) to keep track of emissions from the early warning station on the North York Moors.
This showed no evidence of a link between RAF Fylingdales and local cases of cancer, he said.

Although the guidance issued by bodies such as the International Commission on Non-Ionizing Radiation Protection (ICNIRP) and the National Radiological Protection Board (NRPB) is based on the avoidance of thermal (heating) effects from radiofrequency (RF)exposure, they consider all the available data, including evidence for non-thermal effects.
The Group recognised that they would have to examine the issue of possible non-thermal effects very carefully.
However, it was important to recognise that a number of different options are available, including: the precautionary principle; precautionary approaches; the concept of as low as reasonably achievable (ALARA); prudent avoidance.
