Rail Infrastructure Development and Expansion Act for the 21st Century (RIDE 21): Chairman Young’s proposal in the 107th Congress (H.R. 2950) would authorize an expansion of the RRIF loan program to $35 billion, and authorize an additional $24 billion in tax-credit and tax exempt bond financing for improvement of high-speed rail corridors.
At the same time, after having virtually halved the rail network after deregulation in the 1980s, railroads have begun to approach the limits of carrying capacity, while profits have been insufficient to cover the capital investment necessary to expand infrastructure.
In the next twenty years, additional demands will be placed on the rail system by growth in existing freight traffic and increasing axle loads, as well as the potential for expanded commuter and intercity passenger service.

 Guardian Unlimited The Guardian Calls to build new national rail line
A report for the Strategic Rail Authority by the consultants Atkins and Ernst and Young, which was completed 18 months ago but not initially made public, has warned that without such a project, the existing west coast mainline will reach breaking point by 2016.
"The strategic rail network is likely to experience considerable congestion in the long-term unless action is taken," it says, adding that parallel congestion on the roads will lead to a slowdown in traffic.
Adrian Lyons, director of the industry-wide Railway Forum, said there was a strong social case for the line to spread wealth more evenly between the south-east, the north of England and Scotland.

Canadian National said BC Rail will require a work force of 950, including 60 employees to be relocated within Canadian National's system in Western Canada, down from its current 1,380.
The province will continue to own BC Rail's rail bed, with Canadian National assuming responsibility for rail transportation and infrastructure maintenance, which had cost the government about $30 million a year.
The government said Canadian National will reduce BC Rail costs for shippers in the province, improve their competitiveness, "foster more secure jobs in the forest sector," and boost demand for regional products.
