In establishing the NRA on a statutory basis in 1994, the Oireachtas entrusted it with the general duty of securing the provision of a safe and efficient network of national roads.
This local input would ensure that the resources, skills and experience of local authorities continued to be applied to the national road programme, in addition to their important and continuing work on their individual non-national roads programmes.
On the domestic front, there was a perceived need to provide for better co-ordination of the national roads programme which, from the foundation of the State, had been implemented through local road authorities.

Under the approach being pursued by the National Roads Authority, toll roads will be constructed as additions to the current network of national roads rather than provided by means of improvement of existing roads.
